» Who is our work for

AVALUA’s inspection work is required by the public administration (Courts of Justice, city councils, regional bodies, etc.) in performing the prescribed sound test inspections.

In assessing large-scale industrial road, airport and rail infrastructures, etc.

In industrial, commercial and services activities as well as for private individuals affected by a range of acoustic immissions.

Furthermore, we conduct the required field tests in buildings established by the recently published sound protection section of Spain’s Technical Building Code (Código Técnico de la Edificación CTE DB-HR), which are needed by:

  • Expert architect studios, to verify and certify the normative compliance of designed and executed elements in construction projects.
  • Developers, to ensure that buildings have no related construction pathologies, which allows them to offer their clients a full legal guarantee as a seal of quality while protecting the firm from future claims and law suits.
  • By owners of dwellings or construction units with construction pathologies related to a lack of sound insulation.

» Services for assessing environmental noise in infrastructures

The highest-ranking legislation in our normative framework, EU Directive 2002/49/CE concerning the assessment and management of environmental noise, was the origin and embryo of transposition into other normative documents developed at the national level. The Directive was transposed into Spanish law through Noise Control Law 37/2003, together with the two codes that have developed it: Royal Decree 1513/2005 on environmental noise assessment and management and Royal Decree 1367/2007 on acoustic zonification, acoustic emissions and quality objectives.

The normative development of Noise Control Law 37/2003 culminated with Royal Decree 1371/2007, which approved the core document entitled DB-HR on Noise Protection in the Spanish Technical Building Code.

The EU Directive defines environmental noise as unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport, road traffic, rail traffic and air traffic and from sites of industrial activities.

Royal Decree 1367/2007 establishes acoustic quality objectives and immission limit values for new road, rail and airport infrastructures, as well as limits for other emitters..

On the basis of these normative documents, in addition to those to be developed by Spain’s autonomous communities, AVALUA is capacitated to inspect all aspects related to assessing the sound immission these infrastructures create and the firm also has computer-assisted modelling tools for isophone response mapping for the most complete assessment possible of an element’s properties.

» Sound testing assessment services for industries and activities

All activities must comply with normative requirements and adapt sound emission and immission to levels below the established maximum levels permitted by the applicable legislation in force for each case.

AVALUA verifies and certifies each activity’s operating conditions and efficiency and then issues the corresponding Declaration of Conformity.

All activities are assessed through the fieldwork needed to fully characterise the true sound power level radiated into the surroundings and reflect the most unfavourable operating conditions.

In highly complex cases, computer-assisted tools are used to model and represent the isophonic response graphically, which are validated and contrasted with the on-site sound testing levels registered. In addition to the assessment levels obtained, this thorough characterisation provides further information and allows a more precise and representative Declaration of Conformity to be issued.

As a result, AVALUA certification allows industrial, commercial and services activities to be carried out without harmful effects on third parties, guaranteeing full legal protection, obtaining the corresponding administrative opening and operation licenses and successfully implementing ISO 14000 Quality Systems, etc..

By the same token, AVALUA’s inspections help prevent noise nuisance and protect citizens from it.

» Services for on-site sound testing and assessment in buildings

The normative development of Noise Control Law 37/2003 culminated with Royal Decree 1371/2007, which approved core document DB-HR on Noise Protection in the Spanish Technical Building Code.

In order to protect the health and well-being of citizens and the environment, buildings must be planned, constructed, maintained and conserved in ways that meet basic occupancy requirements on perceived noise protection, to allow the public to conduct activities satisfactorily.

The core document establishes the rules and procedures involved in complying with basic noise protection requirements in buildings. AVALUA conducts all the standardised on-site tests and procedures established by the CTE DB-HR:

  • Measurement of sound insulation in buildings and of building elements. Field measurements of airborne sound insulation between rooms according to UNE-EN ISO 140-4
  • Measurement of sound insulation in buildings and building elements. Field measurements of airborne sound insulation of facade elements and facades according to UNE-EN ISO 140-5
  • Measurement of sound insulation in buildings and of building elements. Field measurements of impact sound insulation of floors according to UNE-EN ISO 140-7
  • Evaluation of sound insulation in buildings and of building elements according to UNE-EN 7 ISO 717 Part 1: airborne sound insulation, Part 2: impact sound insulation.
  • Field measurement of sound immission levels in installations according to
  • ISO 1996 parts 1, 2 and 3 or the national, autonomous or local legislation of application.
  • Describing, measuring and assessing environmental noise -- Part 1: Basic quantities and assessment procedures.

» Services for assessing sound and vibratory exposure at work.

Law 31/1995 on Health and Safety at Work determines the basic body of guarantees and responsibilities required to establish a suitable level of occupational safety in the workplace. The measures include several aimed at protecting workers from risks caused by sound and vibration exposure at work. Royal Decree 286/2006 on protecting worker health and safety from noise exposure-related risks was enacted within this legislative framework, revoking and replacing previous decrees (1316/1989). Within the more specific realm of vibratory exposure, there is Royal Decree 1311/2005 on protecting worker health and safety from mechanical vibration exposure-related risks.

AVALUA conducts inspections within this scope and its body of inspectors is made up of competent acoustic engineers who hold the required academic accreditations and advanced Occupational Health and Safety diplomas. Therefore, AVALUA’s Inspection Body offers a complete range of services and encompasses the different disciplines required to verify legal compliance of any activity, especially in cases in which implementing a Quality System is an objective.
